? could be a men’s room at City Hall. Goodness the stories some of us could tell about those types of urinals.

LOL — The photo was not taken in City Hall, but I can’t confirm or deny that these could be found there as well. This style of urinal seems like someone said “I want to basically have the experience of peeing in the shower, but in public.”
