It’s not a “stubborn” storm.

It’s winter.

Remember winter? When multiple significant snow storms were routine and people seemed to know something about managing to live in New England?

A November 1898 Hartford Courant article following a snow storm described the access restoration efforts of the time, and opined that  “It was infinitely more comfortable for pedestrians than it was for teams, either sleighs or wagons.” That may have been the last time people on foot had an easier time than others navigating Hartford following a storm.
