For pedestrians and cyclists trying to travel from Hartford to East Hartford, there are alternate ways to reach the Founders Bridge. Stairs and elevators along the east side of Columbus Boulevard can provide access to the upper level of the Riverfront Plaza, past the construction area.
Both the Charter Oak Bridge and Bulkeley Bridge have pedestrian/bicycle lanes.
