The key is in identifying the building in the background. I have almost mentally gone through all the restaurants in Hartford and considered their surroundings. The building looks like the City owned building across from the Library that includes the Cornerstone. But then the picture would have to be taken from the restaurant that used to be Tinker’s in the former Muni building.
This is the future home of Rio Grill & Bar on Pratt Street. There must have been a special on the sparkly material because I know at least three restaurants using it…but the martini glass is, I think, unique to this spot.
